A MEMBER of the community raised concern about the conditions of the dustbins that they leave outside their homes; when the workers come around with trolleys to pick through items in the garbage and dustbin bags are torn open, leaving the rubbish to remain in the dustbin.

The matter was referred to Ekurhuleni metro and this was the response:

The Ekurhuleni Metropolitan Municipality removes refuse with vehicles and not with trolleys. The people that scratch in the bins are “rummagers” or “informal recyclers”. They have no relation to the EMM.
