City manager should ensure good governance

He is the equivalent of a Managing Director and it is his function, amongst many, to ensure that the Organisation (EMM) functions properly and legally and stays on its strategic course.

It is most disconcerting to learn of the alleged “transgressions” of the City Manager.

He is the equivalent of a Managing Director and it is his function, amongst many, to ensure that the Organisation (EMM) functions properly and legally and stays on its strategic course. It is his duty and task to ensure that good, sound, effective governance is both implemented and executed. Any and all transgressions should be firmly and vigorously dealt with and the transgressors exorcised from the EMM.

From his reported actions, it would appear that there are no checks and balances in place, and that he has a completely free hand to do what he wants. In other words, no governance whatsoever exists!

This “freedom” puts all the “actions and transactions” effected by EMM under query, in particular the new “Budget”. How do the Rate Payers and Residents of the EMM know that the proposed projects, expenditure, et al will be applied and implemented for their benefit and not for the narrow personal benefit of Mr Khaya Ngema (and other involved parties)?

Surely his actions and the consequent current investigation begs the question whether the entire 2014/2015 proposed Budget in all its facets should be revisited and vetted by an “outside” expert. Obviously the Finance Committee tasked with the duties of “oversight” in respect of the “business” and the transactions of the EMM do not review or vet authorisations for correctness and validity or they are overruled by his authority. In either event, all the constituents of the “ Finance Committee” should be relieved of their duties and replaced with capable and accountable personae, as patently, the current people are not performing.

The present situation is absolutely untenable and unacceptable.
