DA scores ANC six out of 10

The Democratic Alliance (DA) has given the ANC a lukewarm six out of 10 for its performance as the ruling party of the Ekurhuleni Metro Council.

As part of the DA’s role as the official opposition, it has prepared a report card for the Mayor and his cabinet in the Ekurhuleni Metro Municipality (EMM).

The DA’s Shadow Cabinet scored the different departments according to three criteria namely; political and strategic direction; openness and accountability; and management effectiveness.

The Mayor Cllr Mondli Gungubele was scored a two for showing a lack of leadership to his cabinet and for not seriously addressing issues facing Ekurhuleni’s residents in his monthly Council speeches. The Mayor has not delivered on his promise that by 2014 the EMM would have eradicated all of the informal settlements. The mayor also consistently avoids dealing with any allegations of corruption in the EMM.

Another poorly performing MMC is Thumbu Mahlangu, for Roads and Transport. He scored a one out of 10 for his performance, mainly due to the failure of the EMM to spend any money in the first quarter of this financial year. Mahlangu was unable to provide clear answers to questions posed by the oversight committee at meetings. According to the DA almost all of the plans presented by the department to oversee cannot be implemented.

Some issues raised in the scorecard are that projects are poorly planned; the MMC’s lack of accountability and how long the implementation process takes.
